I had a similar experience with an older accord try this sometimes flapper vents get stuck like a chimney with dirt. open or close improperly. Go from max heat gradually increasing the fan speed then going to max cold Wich will make the vents open and close. Also check your cabin air filter behind the glove box could be completely clogged with dirt leaves etc. go to Utube for changing civic or any cabin filter. Try that first. It solved my problem
