Help removing fog light housing

I need to replace a broken fog light housing on my '19 Civic Sport sedan. I was under the impression the bumper needs removed to remove the housing. I have the bumper off, but it looks like the 2 screws holding the housing to the bumper are facing the opposite way and I don't know how to get to them. TIA
