Intercooler and Cold Air before Tune?

What do you guys think about a Intercooler and Cold Air intake upgrade with no tune VS just a Engine Tune? Am I curious if power would be the same on a stock tune setup. Also I am assuming if the intercooler and intake are upgraded we have to install an oil catch can?
