I rotated my sedan's tires recently, and there seems to be an issue. One of the wheels, when taken off, leans to one side and falls over. The other 3 wheels stand on their own, by themselves. What does this mean? Is that one wheel out of balance?

Wheel balance refers to rotational balance which keeps it from vibrating as it spins, but won't affect if it stands up or not. It's probably a difference in air pressure between that tire and the others. I'd check the pressure and see if the one that falls over isn't a bit lower or higher than the others.

Perhaps I am misunderstanding a local phrase, but if the tire is literally falling over, you have a serious suspension problem and should not drive the car. Have your tie-rod end and ball joints checked.
